Answer:
This can be an ordinary Page.
Create a New Page and add your message to the Page in Page Builder.
Go to your Form and set up the Redirect URL to your new Page.
...and that's it! The form will only redirect to the confirmation page if it passes validation. Otherwise, it will stay on the same Page, and display the validation messages.
